FACTS
A concerned citizen filed a complaint before the Civil Service Commission (CSC) alleging that respondent Dominga Nawen Abad, a Court Stenographer III, had another person, Mrs. Erminda D. Nawen, take the Civil Service Sub-professional Examination in her stead.
